Can I recover a photo that shows up at /storage.0123-4567/DCIM/Camera/20171123_152841.jpg

On an S7, i have a photo that shows up on device in Google Photos, but was not uploaded and seems to be residing on device at /storage/0123-4567/DCIM/Camera/20171123_152841.jpg The problem is probably a corrupted SD card. The photo obviously is temporarily stored somewhere. The photo has 3.6 MB when info is accessed directly from the photo, but has 0 MB in all other file locations. Can I access the /storage folder without damaging things? Probably a system folder of some sort?
