Why does Wi-Fi lose connection on random public WiFi sites?

Example: I'm on olive garden's WiFi. It will try to connect constantly. Sometimes it will connect for a few seconds then cut off. Restaurant beside Olv.Grdn. connects with no problems. McDonald's same problem. Home WiFi works perfectly fine.
