Why can't I move all my photos from Whatsapp folder to different folders on my Samsung S8

On numerous occasions I have tried to move several files at once from my whatsapp folder to a different folder, and then I get this notice that my phone can't move the photos because my folder is not synced.

Could you please give some advice here.
