when an android to android sms message remains in "sent" status does this mean the phone is off?

I sent an sms from my android to another android, most of the time it says "delivered" but this last one has just remained as "sent" , does this happen when the recipients phone is turned off? Does he change to "delivered" when the phone i switched back on?
