How can I delete this weird transparent box with a red dot appeared on my home screen today?

When you touch it, the phone vibrates. I don't know how to get rid of it. It doesn't seem to have any other function. I can slide it to any location, to get it out of the way, but it won't slide up and off to the Trash (like apps will). I tried restarting the phone also.
