Not able to receive calls, see notifications, buttons on home screen not working

1) Cant drag down my Notifications , Quick setting menu
2) Unable to receeve calls or any kind of notification
3) Two buttons on Home scree (except "Back") are not working.

Did tried : Setting -> Catche Clear
Did tried : "Wipe Catche Partition"
Did tried : restarting phone

Can't do factory reset (need Internal Storage Data)
