why can't I send or receive pictures when I send or receive texts or emails?

When I send a text with an attachment of a picture , It never works , I get an retry button to try again to send, which never works.
And when I recieve a text with a picture , it gives me a download button , but cannot find where the pictures goes. I cannot find them anywhere.
