living in a black spot hole! no mobile conection!

I live on the ground floor of an apartment complex in Serbia , Eastern Europe. There is no mobile conection to the ground floor, but there is to the first floor. Is there a device that I can buy that will be self powered and will have an antenna that will relay the signal to my phone?
