What is this floating blue ghost icon?

Today, (9/30/16) I noticed this little round blue icon with a white ghost in the center up in the corner of my screen. It's always on top of any app I open. It wasn't there before today and I haven't downloaded any apps. I have a Samsung Galaxy Core Prime, OS 5.1.1
