What can i do about a pop up telling me no location.

I don't like having my phone being "a location device. Yes im aware some apps need location to work properly, i avoid any and all. Now, starting about 24 hours ago when i turn phone on there is a pop up telling me there is no location. Hmm i should just keep clicking ok and i will now my phone is not giving location
