my samsung s2( sgh-s959 ) internal storge proplem plz help ? :(

i have samsung s2 my internal storge is 1.97 GB but it gives me only 188mb available for the apps :( i even format my phone it is still the same even a softwere the space still the same can someone plz help me , is it a virus and how i can fix it <3
