Google Play Store turns on WiFi automatically whenever downloading an app that requires wifi

I often have my WiFi off on my phone unless I'm home. I have auto-update on WiFi only enabled in Google Play. However, oftentimes when I'm browsing on data my WiFi just turns on automatically and connects to my school network that blocks a lot of things, which gets really annoying. I've noticed this to happen every time Google play begins downloading an app. I can't find any option for automatically enable WiFi in Google Play.
