unlock sprint paid in full phone

Sprint says my phone is unlocked. When I put my sims card in from another carrier, It says contact Sprint to unlock phone. I have been going round and round for weeks. Ive been to the sprint store, They say they can not unlock phones its done by customer service. Customer service continually says it is unlocked. I have meet all the requirements, paid the phone in full and it is compatible with the other carrier. I am So So Lost. I have a mother on hospice that I care for at night. I have spent hours now trying to get this taken care of. Someone tell me what to do..
