Pixel XL - Launcher features not working

After a complete factory reset, my coveted Weather widget is missing (doesn't exist in Widgets either) and no cards show up when I swipe left.

The Pixel Launcher is up to date, location services enabled (tried dis- and re-enabling them), restarted numerous times.
