My S9+ is sweeping and optimizing my phone every 10-15 seconds.

For about the last 2 weeks, when I come out of my lock screen, first, I get a stupid ad, second, My phone 'optimizes' my storage and/or my speed/network. This is really annoying.
This also happens about every 30 seconds when I'm in an app. More annoying.
Can anyone offer any insight? Make it STOP!
