Google play account action required

Help please. I have deleted and reinstalled the account. I have resetted the phone. I have changed email adresses, 3 times. I can access the email vai pc but bot on the phone. I need to install family link. Ive done it through my phone and once through my childs phone after making new email adresses. On my phone it says the email is in use. On his phone it says no such email. I am fed up. Please help. Ursula
