Notification Bar will not come down..Can't Download Anything

My phone receives the notifications but I can't see them.. My notification bar WILL NOT COME DOWN AT ALL JUST ONLY ENOUGH TO SEE THE SETTINGS ICON. I CAN NOT DOWNLOAD AT ALL.. ANYTHING..NO GAMES..NOT ANYTHING ONLINE PERIOD..
