Can you use two sims at the same time?

I am in the process of moving and will not have broadband for a few weeks to a month (right when Game of Thrones is back!)

I have a dual-sim Samsung Note 8, and am considering buying an extra sim with an unlimited data package, and then using my phone as a wifi hotspot.

Can i use my current sim for calls and messages, whilst using the new sim for data/4G 'hotspotting'/tethering at the same time?
