My Google Play Services app is gone, services stopped. Also, my settings has stopped.

I have the Android 4G ZTE Lever. My app for Google Play Services is gone. I can't get into my setting app, or task manager,it says it gas stopped working. I upgraded my settings app, didn't help. I can't even find the Google Play Services app on Google Play to try to upgrade it, or install it again. My Google Music & other Google apps work. I've tried resetting the phone, didn't work. I so not know what else to do. Please help!!
