How do I get out of a loop between Screen Overlay Detected and App Permission?

I am unable to access certain apps, like Photos, because Marshmellow (6.0.1) says I need to give the app storage permissions. When I go to change that permission, I get a screen overlay detected message telling me to turn if off. I do that, but when I go to give the app permission to the storage (or location permission), I get the same problem - screen overlay detected. The system keeps sending me round and round in a loop.
