Samsung Galaxy S7 Can't send or receive Picture Messages

Hi, I bought my Samsung Galaxy S7 about 4 months ago. Ever since I bought it I've been having the problem of not being able to send or receive picture text messages. Regular Texts work well I can send them and receive them, My Network works well. I know this is a problem with the S7 because whenever I switch my SIM to another phone the other phone will work well. So my question is how can I get this fixed as I've said it's not my Network it's the phone, I've switched my APN multiple times and I keep getting the same errors "Download Failed" or "Unable to send message"
