Why is my phone Are so long to optimizing app? and why do iterative?

When my battery got a 1%, i recharge it and after that suddenly shutdown and i open my phone with charging and i think they are reboot but i wait a long time and i see on my eyes, is only repeated please tell me how i fast finish this?
