Why is the Yellow Trash Can Taking Control of My LG V20 Phone?

My LG V20 phone always bring up this "Yellow Trash Can" whenever I turn my phone screen on it'd take like few seconds before saying "released" then I can use the phone. I don't know what it is and need help getting rid of it. Thank you!
