LTE bands unsupported when setting up phone without SIM?

Hello Gang! In 2011, I read that when you start a android device for the first time and without a SIM card, then certain LTE bands will be forever locked/unusable even if you put one in later. Only a factory reset with inserted SIM card will unlock them. Is that true? I am asking because my GF bought a Pixel 2 yesterday and started the device up without SIM inserted and only put it in when you have to select the system language in the setup screen.
