When I call this number it just rings

Ok can anyone tell me ehats wrong when I call a friend iPhone I don't have an IPhone i have a galaxy but when I call their number it just rings forever rings doesn't go to voicemail after 1 or 2 rings like I was told if they had blocked me and I know they have voicemail so why spent it go to voicemail have they blocked me
