why i can't install anything via odin

am using Samsung galaxy s4 and for some reason, it shows me this framework upgrade encountered an issue when I try to boot the device on am trying to install a new framework via Odin but it shows me Can't open the serial(COM) port. and sometimes it stuck on analysis how can I fix this, please
