I need help with my phone

I was in my settings and I clicked what it told me to click which was manage settings and clear chech or how ever you spell it and when I go to download a app it starts to download but then it stops and says error (code 491) and it tells me to click the help button and I have done it and it still won't let me download anything I've followed everything it told me to do and nothing is helping
