Video problems

My Note 3 has developed problems playing and recording videos. Some months ago it stopped playing videos on Youtube, or recording videos using the camera. I tried every possible solution found on the Web without sucess. I rebooted to the factory condition several times. After some months of not using it I find that it will boot up and play and record video about 50% of the time. If it won't play after I boot up, I restart and it will usually play and record. Hardware or software problem?
