How do I get out of setup wizard my samsung galaxy S3?

I received a samsung galaxy s3 from someone to use just because my current phone sucks. I would like to use it for wifi only. Like an ipod or tablet. But when i factory reset it, it wont let me past activating the phone and calling verizon. I dont need to actually activate this for actually using it, so how do i get past setup wizard to grt to using the phone?
