Chat heads won't open on Facebook messenger ?

Chat heads won't open on Facebook messenger even though "drawing over other apps" option is on.

I use a huawei P smart and when i want to open chat heads, the phone tells me to "turn on permit drawing over other apps" but this option is already on.
How can i fix this ?
