S9+ Android 9 USB files transfer broken

Hello I ve tried everything to get my phone working with cable usb data transfer to no avail... stuff under developer options .... mtp setting with #*0808* .... new win10 drivers... new cable..... new laptop....

So before going back to oreo android 8...Ive decided to post here to find a solution!!!!. Thanks...
Also not working total recall and icons border bacground settings.
