Can not send texts or make phone calls over wifi

Samsung J7 skypro wifi on, connected to Internet, wifi calling enabled, phone says ready for wifi calls, have phone icon with wifi signal. I can receive texts and phone calls over wifi,but I can not make phone calls or send texts over wifi. When I try to make a call it states out of service area. When I try to text it says currently unable to send message,message will be sent when service is available. Please help, I am pulling my hair out.
