My WiFi has switched off and I'm not able to turn it back on

The wifi icon on the pull down menu is not responding, it's just switched off, and I don't see any networks. In the advance settings, "network notification" is off and also not responding. I did all of the obvious, like reboot my phone, router, flight mode on and off, but no help.
