need support for chrome Cast receiver application

Hi, I want to make a receiver application like chrome cast to cast my whole Android phone to another Android phone or Android TV , any leads will be appreciated.

If I have to get any certificate or paid code then also I am agree with the same. Please reply, I am stuck as I am not able to get any SDK regarding the same.
