Why doesn't my new moto e4 give me a keyboard?

Everything I'm trying to do on my new phone tells me to sign in to Google first but never gives me a keyboard. Sometimes it shows a tiny keyboard symbol with an A on it, but when I tap it nothing happens. I can't do anything to bring one up. But it tells me to sign in over and over.
