Unable to open web browser due to unauthorized reset

I bought a Galaxy or Samsung Galaxy amp 2 and I did a factory reset hard boot and it won't let me connect to WiFi saying unable to connect to web browser to connect to wifi due to unauthorized resetting of this device how can I get to WiFi if I can't get past that error
