Why can't I no longer receive pictures in message format?

When someone sends me a picture in "Messaging" I get the following:
Message size: 59KB
New multimedia message.
Receive?
(expire date: XXXXXXXXXX)
DOWNLOAD
when I press DOWNLOAD displays "Downloading" with rotating circle
and nothing happens them DOWNLOAD appears again.
