Old Galaxy Core smart phone stuck on Logo and won't boot into Safe Mode!

My friend gave me his phone and told me it wouldn't go past the T-Mobile logo screen. I tested it and got into bios. When I hit Odin Mode it froze on Downloading... Do not turn off target...

I popped the battery out, did a factory reset, wiped cache, and took the sim card out. I'm wondering if it needs a new operating system?

Does anyone know how to proceed?
